Hurney says just being cautious with the second-year wideout, who needed surgery to repair the left ankle injury that ended his 2017 season. He suffered a broken bone and ligament damage in Week 10, right after he was finally beginning to show some promise as the speed threat the Panthers needed. As Profootballtalk.com recently suggested, Samuel's not shown enough to be something they can absolutely bank on, but the Panthers need to get him well to provide sufficient weaponry for Cam Newton as they transition to a new system under new OC Norv Turner. Given all that, Clay contends Samuel has the look of a fine, late-round-upside flier.
