The Facts: On Saturday, HC Jackson said Kessler will enter organized team activities May 23 as the first-team quarterback and attempt to hold off Brock Osweiler, rookie DeShone Kizer and Kevin Hogan in an open competition.

“They’ll all get reps. Obviously, Cody will start this out,” Jackson said after the second practice of the team’s three-day rookie minicamp. “He deserves the opportunity to. Brock’s here, and Kevin does [deserve a chance], too."
Kessler, a third-round pick in last year’s draft, went 0-8 as a starter and suffered two concussions last season. He completed 65.6 percent of his passes with six touchdowns, two interceptions and a rating of 92.3, but he didn’t deliver the deep-passing attack Jackson wanted and was benched in the third quarter of a Thursday night game. Kessler, though, has worked this offseason on strengthening his throwing arm and polishing his mechanics, and Jackson said the other quarterbacks won’t be able to easily leapfrog him on the depth chart. Jackson said he’ll let the 10 OTA practices play out before deciding which QB will enter the June 13-15 mandatory minicamp as the No. 1. Jackson also has said he won’t stop Kizer, a second-round pick (No. 52 overall), from starting right away if he proves he’s ready to do so.
