As PFT notes, Todman has had his moments as a back, but his value to the Panthers lies in his return ability, averaging 25.6 yards per attempt on kickoffs last year (the Panthers averaged 21.8 as a team last year). The Jaguars didn’t tender him an offer this offseason, setting him free into the market. As a result, he won’t cost the Panthers anything in terms of next year’s comp pick formula, making it a risk-free addition.
