That's not too surprising since those are both teams that would offer Hoyer an opportunity to compete for a starting job. That's not the case for two other teams that have shown interest in Hoyer. Anderson reports that the Vikings and 49ers have also been in contact, but Hoyer would be going to those spots as a backup and that would likely be a backup plan for a player who started in Cleveland for most of last season.
