As Yasinskas noted, Carter was one of the restricted free agents the Panthers did not make a tender to before the start of free agency. Carter was having a strong 2008 preseason and had a shot to make the team. But a knee injury put an end to his season. This year, Carter is likely to compete with Ryne Robinson for the return job created when Mark Jones signed with the Titans.
