The Facts:
The Steelers issued one-year contract tenders to four of their restricted free agents today, two of $1,417,000 and two of $927,000. Washington and guard Chris Kemoeatu each received the higher of the two tenders, while offensive tackle Trai Essex and long-snapper Greg Warren received the lower amounts.

By giving Washington and Kemoeatu the higher amounts, the Steelers not only maintained their rights to match any contracts they might sign with another team, but they would receive second-round draft choices for each if they declined to match.
