The Jaguars have applied the franchise tag to Scobee, according to a source with knowledge of the negotiations. Scobee has made clear his desire for a long-term deal throughout the process. "Josh is obviously disappointed in the choice to use the franchise tender," Scobee's agent Ken Harris said. "While we have no plans of signing the tender at this point, we'll see if the long-term contract Josh deserves can eventually be reached."

Technically as long as Scobee doesn't sign the tender, his agent can negotiate with other teams once the free agency period begins. The team can also rescind the tender until it's signed. As Times-Union staffer Tania Gagunlie notes, this is a smart and anticipated move by the Jaguars. Scobee has been very productive in the past few years and his 92 percent accuracy was among the best in the league. Scobee can still negotiate with the Jaguars to reach a long-term deal.
