According to 1500ESPN in Milwaukee, members of the Packers coaching staff have concerns about Driver's surgically repaired knees.

Driver had arthroscopic surgery on both knees this offseason and in his absence Jordy Nelson and James Jones got the majority of his reps. ... Worth noting: Driver assured OC Joe Philbin in late June the knees would be fine for training camp. Driver has not missed a game since 2003 but this is the first time he has ever missed the entire offseason. As a result, coaches are said to be considering cutting that number down to keep Driver fresh and healthy. Whatever the case, his progress in camp will be worth watching.
