The Facts:
New HC Chan Gailey may have taken the first step toward filling out his staff. According to radio station XTRA-910 AM in Phoenix, Cardinals RBs coach Curtis Modkins will be hired as the Bills' offensive coordinator.

Modkins joined the Cardinals after spending the 2008 season in Kansas City, where Gailey was the Chiefs' offensive coordinator. Modkins also served an NFL minority coaching fellowship in the summer of 1999 with the Cowboys when Gailey was the HC and worked for Gailey at Georgia Tech, coaching DBs in 2002 and RBs from 2003-07. Modkins has never been a coordinator at any level, but Gailey said earlier this week that he would run the offense at least through this season.
