The Facts:
Owens is a no-show for the start of the Bills’ voluntary workouts. Still, HC Dick Jauron was hopeful that Owens would be there at some point.

“Terrell in the past has not been involved in all of those things,” Jauron said recently when asked if Owens would be in attendance. “My hope is that he’s here. He knows how important it is for us, particularly in his first year with us. ...” At this point, it would appear he does not. Owens has yet to comment so it's still not clear if the star receiver will join the program. Under NFL rules governing offseason workouts, Owens is required to attend only the mandatory mini-camp in June.
