The Facts:
Two stories have emerged as to why the Dolphins didn't sign Garrard. One story says he had no desire to play at all this year while the other says he is waiting for a better team to come calling.

Holding out for a better team where Garrard did not need to carry the offense certainly plays to his strengths which could enhance his value on the free agent market next March. However, if he's truly lost the desire to play this season which is the other potential reason given that he did not sign with Miami, that would be a black mark against him that would make it extremely difficult to get the attention of any NFL team this season or beyond.
