Although the official announcement won't be made until Wednesday, ESPN insider Adam Schefter reports the "feeling within the organization" is that Quinn will return as the starting QB this week.

Now that we've made it through the six-team bye weeks, it's hard to imagine the Browns' starting QB being of much interest to Fantasy owners. Neither Quinn nor Derek Anderson have done anything to merit consideration as potential starters for you. Nor have the team's receivers done much to suggest they'll be any better with one rather than the other. ... Nonetheless, somebody is going start for Cleveland. We'll have the official announcement tomorrow.
