According to ESPN insider Adam Schefter, Garcia is heading to Philadelphia where he'll sign a one-year deal with the Eagles.

It certainly makes sense. Donovan McNabb has a broken rib and Kevin Kolb is the only other quarterback currently on the active roster (Michael Vick will return after next week). Assuming it takes Vick some time to get up to speed, Garcia will already be there after spending training camp with the Raiders. He's obviously familiar enough with the Eagles' offense. He played for Philadelphia in 2006 and went 5-1 in six starts in relief of an injured McNabb.
