It's not uncommon for franchise players around the league to skip voluntary workouts (like the Titans') in an effort to get leverage for a long-term deal. The Titans designated Scaife as their franchise player in February, but he has not signed his tender and is not under contract. The franchise tag means Scaife is scheduled to be paid $4.46 million this year. Negotiations on a long-term contract can continue until July 15, at which point he can be signed only to a one-year deal. There have been no contract talks between Scaife and the Titans in recent weeks.
