With Tennessee able to sign kicker Rob Bironas and unable to tag defensive tackle Albert Haynesworth, the Titans today will use their franchise player designation on tight end Bo Scaife, a league source said.

Scaife would become the first tight end to be tagged this offseason and will be assured of making the tight end franchise number of $4.46 million -- though he will not be able to test the free-agent market, as he had hoped. Tennessee could not risk losing Scaife, who last season led the Titans in receptions with 58.
