As PFT's Mike Florio suggests, the situation is a bit confusing, since Ocho Cinco said during Super Bowl week that he’d take part in all off-season activities. Florio went on to remind readers that the Bengals told Ocho Cinco last summer that, if he behaved in 2008, they’d talk to him about a new contract. Since he has yet to get that new contract, his only leverage is precisely what it was a year ago -- withholding his services from any non-mandatory activities. It's a reasonable enough explanation -- at least until Ocho Cinco goes on the record.
