The Facts:
HC Jeff Fisher officially turned the Titans' quarterback position over to Collins on Monday. During his afternoon press conference, Fisher said Collins will start as long as the Titans are winning, even when Vince Young is recovered from a knee injury suffered in the season opener.

Collins completed 14 of 21 passes for 128 yards and a touchdown in Sunday's win over the Bengals. Fisher said he hasn't talked to Young about the decision. "He has to get back," Fisher said. "He is eventually going to be under center for us. When that happens, I don't know. But right now Kerry is our quarterback."
