Pete Carroll told reporters at the NFL Scouting Combine it's likely Penny will start camp on PUP list.

After his 2019 season ended in early December due to a torn ACL, Penny has begun rehab, but it's going to be a long road back. Carroll noted after the season that Penny's ACL surgery also required cleaning up other issues but added the young running back was already ahead of schedule. The former first-round pick will be one to monitor as we get closer to the 2020 campaign given the likelihood he'll open camp on PUP.
