Locker was limited during the team's mini-camp last month, but he's expected to be cleared for more activities for upcoming organized team activities. The Titans are scheduled to be on the field next week for organized team activities, but the bulk of the work is scheduled for June. "He'll do most everything,' HC Ken Whisenhunt said of Locker. "I think he'll be cleared to participate. But we also have to keep an eye towards not doing too much."

Locker had season-ending surgery in November for a foot injury he suffered last season and Whisenhunt won't let the QB push too hard. "Jake is going to want to throw himself in there," the coach said. "And at this point it is more prudent for us to be reserved in what we do, knowing we'll have a lot of practices in camp ahead of us and he'll get opportunities. ..." Meanwhile, Whisenhunt said on Tuesday the team probably would keep three quarterbacks on the roster in 2014. The Titans plan on Locker starting at quarterback this fall, and the team signed Charlie Whitehurst to be his backup. In addition to rookie Zach Mettenberger, the Titans also have quarterback Tyler Wilson.
