Garcon missed practice again Friday because of the inflamed capsule near the second toe of his right foot.
The Redskins listed him as doubtful on their injury report and head coach Mike Shanahan said Garcon would play only if another wide receiver is hurt.
According to Shanahan, the team planned to list fullback Darrel Young (hamstring) as questionable on the injury report.
