The Raiders can begin their offseason programs on April 17. The QB sustained the broken leg on Dec. 24 in a 33-25 victory over the Colts. Carr, who threw for 3,937 yards, 28 touchdowns and six interceptions while leading the Raiders to a 12-3 record in games he started, will have extraordinarily high expectations on his shoulders this season. Having a full offseason program goes a long way toward helping Carr realize those expectations.
