Mulligan was cut by the Bills last December. He started five games and played in 12 for the Bills last season. The Lions are the 10th NFL team for Mulligan, 31, who broke into the league with the Dolphins in 2008. He’s also spent time with the Jets, Patriots, Rams, Packers, Cardinals, Titans and Bears. More of a blocking tight end and special teams player than pass catcher, Mulligan has 17 career catches in 81 games and two career touchdown passes. He started nine games in 2011 for the Jets and nine again in 2012 with the Titans.
